- Device is not properly enrolled in MDM.
- Internet or sync issues preventing policy delivery.
- Conflicting policies already exist on the device.
- Device does not meet policy prerequisites (e.g., TPM, OS version, admin restrictions).
- Errors in OMA-URI / CSP configuration.
- Sync failures between device and MDM server.
To troubleshoot, check:
- Event Viewer → DeviceManagement-Enterprise-Diagnostics-Provider.
- Device sync status in your MDM dashboard.
- Policy application logs on the device.
