A Too Many Admins finding looks at the overall admin situation for a project rather than treating each admin assignment as a separate access grant.
For now, you can create a remediation ticket containing the list of admins so someone can review and take action.
The same applies to permission scheme and JSM organization findings. These currently support ticket-based remediation only.
