Yes. You can configure External User Groups and External Email Domains together as part of the same policy.
For example, you can configure the contractors Jira group to identify users who have been explicitly classified as contractors. At the same time, you can define external email domains such as @gmail.com to identify external users who may have been given access but were not added to the expected Jira group.
Using both criteria provides broader coverage and helps identify external users based on different ways your organization manages access.
